Hi,
I see we can manually run a report showing who has been using a report. Please could you tell me if it's possible to give someone access to this functionality without making someone an admin? Also is it possible to schedule the report rather than run manually?

as far as I know it's not possible. Either you are admin and have the access or not.
What you could do is to download the usage data. You have a few options where you get the data from. Here the picture from the enterprise deployment whitepaper, page 208:
After downloading the usage data you can build a report on that. That report you can then provide to the users you want to.
