Report refresh stuck only for few Users - PowerBI Embedded (App owns Data)

Hello,

We have have been using PowerBI Embedded (App owns Data scenario) with authentication connected to our organization AD on Azure. Since 10/14, we observe that only few users are unable to access the reports (including Power BI pro users), which few users are able to get the report refresh perfectly.

The App authenticates the user thru redirect URI and is able to display the reports in the workspace (assigned to the user). Once the user tries to fetch the report, then it does not nothing.

Has anyone come across similar issue. Any ideas to resolve the same ?
