I have some users (not all) who just see this page whilst trying to access a report. No message saying they dont have access, just the Fabric symbol.
The report itself is using a separate data model in power bi service, users have permission to the report, and if i add new users they can see the report fine.
What does this screen mean? They are using google chrome, and have tried to clear cache, cookies etc.

Thanks all, user is off until Monday now but really good idea about trying incognito wondow. Will report back asap. I have tried all the other things suggested but user still has the issue.

Check the workspace settings to make sure nothing is preventing users from accessing the reports. Also, confirm that RLS (Row-Level Security) is not applied to the report, unless needed. Ensure that all users have the right permissions to view the report. Access issues can sometimes cause the report to not load properly.
If users are still having trouble, ask them to clear their browser cache and cookies, as old data can cause issues with loading. Try using a different browser or an incognito/private browsing window to rule out any browser-specific problems.
