PowerBI report deployment from Azure Devops repo to our dev workspace works. We are able to open the report portion without issue (seeing no data without refresh, see data with refresh). We then proceed to use Azure pipeline to deploy the report to a test workspace. The depoyment succeeds, but when we open try to open the report, we get an error "Unable to load report". Error occurs wheather semantic model is refeshed or not. All PowerBI workspaces are Premium Capacity (SKU: P1, Region: West US). Report was created utilizing latest version of PowerBI desktop. This issue is effecting multiple workspace/pipelines. We cannot successfully deploy utilizing PowerBI pipeline. If we disconnect the repo from the dev work space and connect it to the test, we are able deploy and the report opens without error. Issue seems isolated to PowerBI Pipeline deployment.

Thanks for posting in Microsoft Community.
Please try to check the permissions of the workspace and dataset. The permissions of the dataset are set by yourself when sharing, but if the user is granted access to the workspace, the permissions of the dataset will be automatically defined according to the access of the workspace.

All reports utilize PBIP format
Issue started last Thursday 4/17/2025. Prior to this all PowerBI pipeline deployments succeeded without issue
I am admin of all workspaces and pipeline.
Meant to say PowerBI Pipeline (not Azure Pipeline)
