I have a report being viewed by 2 people. Only 1 of the users cannot view the report and are getting this error. Can you help me figure out what is wrong and how to fix it?

Hi @staceybyerley,

According to your description, the issue appears only for some users.
Please check if you have created any RLS roles in the report (if created), make sure you have added members under this role correctly.

Please refer: https://docs.microsoft.com/en-us/power-bi/admin/service-admin-rls
What data sources does the report get its data from? If it is an SSAS data source, make sure that its email address matches the UPN defined in the local Active Directory domain. If not, create a mapping role for it in the "Management Gateway".

Please refer: https://docs.microsoft.com/en-us/power-bi/connect-data/service-gateway-enterprise-manage-ssas#userna...
