Hello,
I have a premium per user license and have created a premium workspace.
How can I share Reports created under this workspace with users having Pro License?
I can not move these reports to a pro workspace as we need an hourly data refresh - with pro workspace we can only get 8 times a day, I think?
Can you please share what are the possible alternates in this case?

If dataset refresh is your problem then I don't see any other options.Recently I suggested this worst idea to one of the user.If you are distributing your reports through app you can create 2 reports and semantic models in the first half refresh first report semantic model and show it in app.In the second half refresh 2nd report and replace first report in app .
2nd idea-create 2 semantic models,1report and try to switch semantic model with the help of power shell every 12 hours.I never tried the second one I got it based on your requirement.

If it is a PPU workspace then everyone who access that workspace/reports need a PPU license.
If it is premium capacity workspace then your viewers don't need a license.
