Refresh Issue

In PowerBI app the records shown are different as compared to the desktop version.

 

When I download the dashboard and do a manual refresh then it shows different records like after manual refresh the no of rows is 1700 in desktop version and in the powerbi app the count is something closer to 100. So I'm wondering how the data is no getting updated.
