I have a report that is created in Desktop, however the numbers will not refresh when I publish it to the Power BI Service. I am aware of the various scheduled refresh alternatives, and also that it updates once every day (I use Power BI Pro).
I believe the issue lies somewhere with my file being saved locally on my computer, and tha data sources I have implemented may perhaps be saved locally. I am the only one who can see the refreshes in my desktop, which leads me to believe that this may be the issue. I have read the blog post about this, but I did not quite understand and am hoping for some further guidance.

Have you configured the gateway and scheduled refresh? Does the refresh history show that the refresh was successful?

Although you say you read the blogs, I'm still going to point you to some, because I'm not sure which ones you read.
Starting with Data refresh in Power BI, eventually gets you to Configure scheduled refresh, where they talk about a data gateway (either Enterprise or Personal) to set up.
If you have files locally and can't get them on a network drive or SharePoint site, you'll have to use the Personal gateway.
Please have a look at the different scenarios between the 2 types of gateways and decide what's best for your situation.
