Hi,
We have Enable Failure Notication email under "Refresh" is Setting for one of the Semantic model. But also none of my teammates received Refresh failure Notification.( We have checked Spam/Junk emails). It has impacted critical Reports wjich customers are using . Please help to find us root cause and fix of the issue

Failed to refresh but did not receive an email notification this is really troubling.
I have tested this by doing a scheduled refresh on a semantic model in import connection mode and setting Send refresh failure notifications to semantic model owner and my teammates. Unfortunately I am not reproducing your problem, I am getting emails when the scheduled refresh fails due to the offline data gateway. Are you saying that neither the semantic model owner nor other team members can receive emails?
Here are a couple of suggestions I've provided that may help you:
In your description you mention multiple semantic models, please make sure that the semantic model you enable to receive emails when a refresh fails is set correctly.
If you are using an email distribution list, make sure that the "Delivery Management" setting of the list allows external senders to send emails, as emails from the Power BI service are treated as external senders.
