This is a nice idea. I have to say I don't have all the answers but let's see what I can do to help. First of all you need the project to be a streaming dataset. Also known as push dataset or hybrid dataset.
You have to add the vehicle in a visualization (in this case map) to get the following measure to work. The example is for latitude and it can apply to longitude:
Last_Latitude =
CALCULATE(
AVERAGE( Table[LatitudeColumn] )
, LASTDATE (Table[DatetimeColumn] )
)
About layers I don't think power bi has visualizations for that. You should create a second map for that.
You can't change circle for cars icon.
