Two questions related to RLS to add members to roles:
- I have to add more than 500 people to different roles (500 emails), some of them belong to email distribution lists, is it possible to add distribution lists?
- When I have created roles and members and shared a ds, still people can't access and ask me for permission. Is this normal how can I prevent them from having to ask for permission and just log in.

yes, you can raise a request to your admin centre or Azure administration.

for that, you need to create security groups and create a separate group for each distribution list you want to assign a role. Then, add individual members from the distribution list to the security group. Finally, assign the security group to the RLS role.
Understood, the problem is I don't have access to 365 Admin center, so is there any other way to create those groups? or maybe I can request access to the Admin center?
