Can we able to fetch the power bi report roles using an api..?

Not an API but you can query that information with DMV queries against the dataset's XMLA endpoint.

As far as I know, this is currently not possible via an API.

For your requirement, you can also vote for these related ideas on Power BI Ideas forum . If there are enough votes, the Product Team will evaluate and take good consideration about it.
