If I implement RLS in Power BI report and embed in Java application then would it work without any issue?

You can Embed with RLS. Yes. However, it's not as straight forward as embeding without RLS. The application must specify the name of the role you want to execute for a name of the username (email account). I think the name of the item at the body was "effective identity".
