I have a problem where a colleague (Pro User) is unable to view my report published to a Pro workspace, unless I make them a member of the workspace. This is not ideal because I do not want that user to be able to see other content in that workspace. I thought that report-level permissions and links should mean that access does not depend on users being granted a workspace role. Frustratingly this is not a situation I can find a clear mention of in any Power BI documentation - unless I've missed something.
The specific error is 'Something went wrong --- Unable to Load the Model'. Note there is no RLS in the model.
I have tried giving my colleague direct access to the report and the dataset, and also tried creating new links for them specifically, both for the report and dataset. None of it works for them, without granting them a workspace-level role.
The report was created in PBI Desktop and gets data from Azure SQL server, Excel files on Sharepoint, and Dataflows in the workspace in question. Again, I could have missed something, but I haven't seen any guide which explains which (if any) data sources do and do not interfere with users' access to a published dataset/report depending on whether they can access underlying data sources outside of the Report - if indeed that is the issue. I had thought Reports use the author's credentials to access data sources e.g. Sharepoint.
If anyone at Microsoft or otherwise can help me out, I'd be very grateful!

Hi @v-xiaotang , thank you for replying. From the link you provided, it looks like the main cause of the issue could be due to using dataflows and therefore users requiring a role in the workspace hosting those dataflows. Thank you for bringing this to my attention.
The dataset is mainly import mode, but there are a few DQ tables in the model. However, these are not utilised in the report visuals themselves - the visuals only use imported data. In this situation, would you still expect viewing issues related to DQ source permissions?
