We have Power BI Premium Per User - Reserved SKU: PP3, Region: West Europe. We want to use Copilot feature, currently its greyed out
Want to understand if we have option to use Copilot with PPU license and if not how can we enable or buy one. We have currently 50emp using Power BI all with PPU License. Please support and share relavant links for reference and purchase as well

1. What could be cost for Fabric capacity (F-SKU) via your Azure subscription if we have 50 users what to choose?
2. Do you mean as we are upgrading to Fabric capacity we downgrade PPU to Pro license and then get the capacity? We use Semantic model connectivity with the XMLA endpoint, I assume Pro does not have that option.
The cost of Fabric capacity depend on your usage on every workload in Fabric.
Fabric capacities (F-SKUs) are billed per capacity unit per hour, and the price depends on the SKU size you choose.

Note : You can also pause/resume an F-SKU anytime in Azure, so you only pay for active hours.
2) yes, once you move to a Fabric capacity, you typically:
Downgrade users from PPU to Pro licenses,
And host your workspaces on the Fabric capacity.
Here’s why:
Pro license users can view and publish reports hosted on a Fabric (F-SKU) capacity — no PPU required.
XMLA endpoint connectivity is supported on Fabric capacities (F-SKU), so you’ll retain all your existing semantic model scenarios.

You can Start with an F2 or F4 capacity.
Replace PPU with Power BI Pro for all users.
Benefits: Full Fabric + Copilot + XMLA endpoint + unified capacity billing.
You can estimate the size of you need by using Capacity Estimator & using the fabric Metrics App to monitor your usage. You can also have 60 days of Fabric trial that give you access to a F64.

One last question 🙂 Customer cannot use Premium per capacity as it is about to retire so only option is Fabric, right?
Also this should be done either by IT team or contacting Microsoft? I am asking as I am just a PBI Developer

Thank you for the update. Please refer below things.
1. Power BI Premium per capacity (P-SKU) is being retired, transition to Microsoft Fabric (F-SKU), which offers all Premium features, Copilot, XMLA endpoint support and Unified capacity for all Fabric workloads.
2. The transition involves IT/Admin Team Responsibilities. Purchase Fabric capacity via Azure, Assign workspaces to Fabric capacity, Enable tenant settings for Copilot and AI features, Manage licenses and Monitor usage with Fabric Metrics App.
3. Your Role as Developer, Identify which workspaces need Copilot and Premium features. Communicate technical requirements like XMLA endpoint, semantic models. Assist in testing and validating the setup post-migration. Help optimize report performance under Fabric capacity.
Note: If your IT team needs help with Licensing , Capacity planning and Migration support, they can contact Microsoft Sales or Support directly for guidance.

Copilot is not provided by PPU Licence per user.
It’s only available in workspaces backed by an active Microsoft Fabric capacity (starting from F2 SKU or higher).
To enable Copilot:
You’ll need to purchase a Fabric capacity (F-SKU) via your Azure subscription.
Once the capacity is active, assign your workspace to that Fabric capacity (Workspace → Settings → Licence info → Assign to capacity).
Make sure the Copilot and AI features tenant settings are enabled by your Fabric/Power BI admin.
If you are going to use Fabric, you can also considering downgrade Licence Power BI PPU to Power BI Pro because Fabric contains all functionnalities Premium.
