I have now encountered an issue.
We now have a new workspace and I published an App based on that. While normally, the powerbi.com will add users whose email address is included in the App Access list into the access list of the datasets of the workspace that app corresponds to, it is not the case for our new workspace and we had to manually add the new users we added to the App to the dataset access list. Could anyone tell me why it might be happening like that? Thanks.
Users with access to the workspace are not automatically added to the App's access listing. It has always been like this. You need to manually add addresses to each list separately.

However in our organization, it is not the case for all other workspaces (we have 5 in total). For all remindar 4 workspaces, when we add new people into the corresponding app, the new user will be automatically granted for the accesses to the dataset.
Is there a configuration or something I can change?
If you are using Security groups, and these groups are already configured into the workspaces and apps, then that is how you could have security flow in. Other than that, no there is no automatically setting that i'm aware of.
