PowerBI Pro user can access report directly, but not when it is embedded in a website

For the sake of this issue, I have 2 users a PPU user and a Pro user. 

I have a report created by the PPU user in a workspace shared with the pro user. The Pro user can access the report directly no problem. However, when the pro user tries to access the report embedded (even if the pro user is on the report and clicks the "File > Embed report > Website or portal" and then just opens the url in a new tab it fails with the error message: "To view this report, ask the author for access" with a "Request access" button. 

If I click "Request access" it just takes me back to directly accessing the report. There is no access request performed - which makes sense since the Pro user already has the required access to view the report.

 

If I click on the embed link signed in as the PPU user, then the embedded report works just fine.

 

Really not sure what needs to change to make the embed link work for the Pro user.

OMG, I'm so embarassed. I swear I tried this before and it didn't work, but maybe there was some browser caching issue or something. 

I loaded up an incognito window and logged in to PowerBI. Went to the report. Copied the embed link and openend it in a new tab. I again received the "You must sign in" message. I clicked on the message, which took me back to the report.

I then went to the embedded link again and this time it loaded correctly.
Ugh. I'm so sorry. 🤡

I test it in my environment, all it works well.

Your problem should still be caused by your license issue.

Please double confirm your operations are correct.

Thanks for the thoughts. The workspace is a Pro workspace, not a PPU workspace though, so I think they should have access. Additionally, the users can all access the reports directly when navigating to the workspace or the reports directly. It is only when trying to access via the embed links that they receive the message. Are embedded reports treated differently than the reports themselves?
