PowerBI Data Centre/location question

Hi Guys,

Trying to understand what drives your PowerBI "location". Specifically,  when a new function release says "for USA customers only" or "for Europe customers only", what is driving this behind the scenes? Is it where the customer is physically based, or is it driven by the data centre that stores the data for that customer/tenant...or something else?
