We have been looking at embedding Power BI reports in some of our sharepoint sites.
When I was going through this with a user, I could see a report that was embedded in their sharepoint site that I should not have been able to see because I didn't have permission to access to the report itself.
We are conscious about embedding reports in sharepoint that only specific users should have access to, what are the possible causes of users who don't have access to a report being able to see it when its embedded into a sharepoint site?

They won't be able to content in the embed if they don't already have access to the report. I would look at your workspace access setup and make sure the permission access there isn't broader than you intend it to be. Generally speaking you want to make sure people aren't sharing with "sharing links" where anyone with the link can view if they're sensitive, but I don't think sharing links can be used in the embeds anyway, so that's probably not the issue.
