We had to raise a ticket with Microsoft to ask them manually do a region fix.
This is clearly a bug on Microsoft Power BI.

Original Question:
I have published a Report to Power BI web. The report Parameter Datetime Picker format is always MM/dd/yyyy , which I need to it to be dd/MM/yyyy.
I have changed Power BI web setting as Language = Default Browser language. I also changed my Firefox / Chrome language to English (UK) , but it did not change the Report Parameter Datetime Picker format.
Anyone has any idea how to fix this?

As I pointed, the issue is the parameter section dattime format is wrong, not in the report body.
We are help using Power BI Report Builder. Not Power BI Desktop.

=Format(CDate(Fields!date.Value),"dd/MM/yyyy")

This is not the solution.
The date format is wrong in parameter in the power bi web page. Not in the report body.

The language in Service doesn't change the format of the date columns in the table. You need change the format from MM/dd/yyyy to dd/MM/yyyy in Power BI Desktop, and then republish to Service.
