Based on your description, you want to create a report to show the refresh of different semantic models.
The first way you can do this is by looking at the refresh summary for power bi. the Power BI Refresh Summary page in the Power BI Management Portal allows you to control and understand the overlap of refresh schedules, capacity, and potential refresh schedules for Power BI Premium capacity. Here you can export to excel file and then analyze it.

In the second method, you can use rest api to get the name of the library and refresh history. Then use these to create reports.

You use power automate flows to capture those details to excel file and you build your custom report on top of that data.

To avoid refresh failures refresh your datasets/dataflows one by one most of the time it will fix the issue.or you change your schedule refresh timings even it will help.
