I’m wondering if it’s possible for someone else to refresh a Power BI dashboard in my absence.
Will this scenario work:
Or does the Power BI report still needs to be manually refreshed from the desktop?

Yes, your Power BI dashboard will refresh automatically if the following conditions are met:
Power BI Service is capable of refreshing data from OneDrive-hosted Excel files without manual intervention, provided the file path hasn't changed and there are no gateway requirements. if your setup meets the above. The scheduled refresh in the Power BI Service will handle it.
For best practice always ensure that the dataset credentials are up to date and confirm the file is saved to OneDrive for Business, not just local OneDrive on your machine.
