Hello,
I am using RLS to filter for a logged in user within SharePoint. The report is being used in a production team site that has been built. Recently, the data had stopped filtering.
In my testing, I created a basic report and created my role "My Tasks" on the user information list (SharePoint list). The role is [UserName] = USERPRINCIPALNAME(). In Power BI Desktop, I am able to test as myself and other users successfully.
After I publish to Power BI Service, using get data, and after applying the users to the security role within the data set, I am able to test as myself. However, I am not able to successfully test as another users.
In summary, my question are:
1) Why am I not able to test as another user?
2) Is this why the report isnt being filtered successfully?

The test users are workspace members who can only view the reports.

We can assign user to a role, the enter his email to test as other user in Power BI Serice, If the Row Level Security has no effect to this user , please check if this user has edit permission to this report or he is not a viewer of this workspace.
Based on this document: If you have configured the workspace so that members have edit permissions, the RLS roles will not be applied to them. Users will be able to see all of the data.
