Can anyone please help me to create a notification system so that whenever user uploads a file in OneDrive and Power BI gets the data through schedule, power BI sends a email to the user along with the pdf version of data captured by Power BI

Here is a tutorial of using the new refresh a dataset action to automate refreshing a Power BI report based on changes to a SharePoint list or updates to an Excel file in OneDrive or SharePoint Online.As mentioned in this tutorial,it have added a new Refresh a dataset action to the Power BI connector for Microsoft Flow. It will be able to trigger dataset refreshes based on hundreds of Flow triggers.
While it is not supported to automatically send PDF export of refreshed report email in in Power BI currently unless the report is a Paginated Report.Someone told restApI can be helpful.I have not tested it.
You aslo can vote for this related idea.

The files are getting uploaded on OneDrive once a week, and different units are uploading it at different times. Now I have been asked to create a system which will send the email only to the unit who has uploaded the data and the email should contain a pdf version of the visual based on the data uploaded and nothing else.
Can you please guide me how can I create subscription in this scenario
For that you may have to investigate the approach that @Greg_Deckler mentioned, "Power Automate"
