Power BI Embedded Application Registration - API Permission

Hello Everyone, I'm working on embedding a Power BI report into a web application for our customers. I’ve set up the application, but when attempting to grant API delegate permissions in Azure, I came across a message stating, "API call that requires read permission on all reports." Does this mean that external users will have access to view all reports in my organization's Power BI tenancy?

This access allow service principle to access all report in that tenant but that is used to embed reports in third party web application and I belive that code is managed by you or your team, so idely end user would not be having access to service principle and thus they will not be able to access all content in your tenant.
