Power BI Dynamic Email Subscription

Is it possible to send a report to a dynamic list of email(who do not have any license/we do not have premium capacity) and also send only the data that belongs to the email?
1) I am having Power BI Premium Per User License
2) I want to send this report to 200 different user(who do not have any License) with user filter applied in this report
eg. New York's users can get report filter applied with New York.

Is this possible on maybe using PowerBI/Paginated reports/Outlook Macros? Hopefully someone give me idea on how to achieve this.

Hi. No you can't. In order to distribute subscriptions to users without licences, you need the artifacts to be in premium capacity. Also, even with that, you will distribute the current state of the report/dashboard, it won't be able to be filtered like the example.
