Please help me with setting up relationships

Hello, please look at the 3 tables with data I have. Going from left. Table 1 contains the budget. Table 2 "borrows" from the budget for each role (example: Manager borrowing 1000 dollars, Gardener borrowing 500 dollars) and Table 3 on the right is the real spent money. You borrow money then spend it and if you have some money left from the "borrowed" money you put it back in the first table. The 1 and 2 table are joined via Contract number and 2 3 via Order No.

I have a drillthrough going from Table 1 to Table 2. I put a matrix visualisation that shows Roles and Table 2 borrowed money  and Table 3 Spent money. Unfortunately Roles in Table 2 and 3 arent connected so it always shows the money from one side only. See screenshot below.

See the info from Table 2 Roles and Borrowed money shows right but Active projects price from Table 3 just sums up into one line and leaves all other lines empty. I think the problem is im using as rows in matrix the roles from Table 2 and they arent connected but I have no idea how to do it better. Please give me some advice. Is there a way to use Dax for this?

1. Sample data as text, use the table tool in the editing bar
2. Expected output from sample data
3. Explanation in words of how to get from 1. to 2.

Hi. I tried to draw the three tables and the expected output. I realised I might be able to do two different matrices each with Role and Money from both Tables 2 and 3 instead of putting it all in one matrix but I still dont know why its not working.
