Hello everyone,
My problem is that one person who used to be a workspace "member"-so the row-level-security didn't affect him, resaign from the member role of the workspace and wants to be a typical user with rls applied. I remove him from this role in workspace(I also checked dataset and report), and added his email indynamic role in security option of dataset. When I am testing his email in "view as" in desktop the row level securtity works however in service he is still able to see everything as he was still a Member.
Additionaly for other people everything works perfectly fine.

Based on your description, you removed the Member permission from someone's workspace and configured the RLS permission for "Security" in Datset.But RLS still does not take effect for this person.
You can check the following points:
(1)Make sure that the person in the workspace is not one of the admin, member, contributor.Whether the workspace member contains a group, and whether the member is included within the group?
(2)Check whether the permissions of the person in the "Manage Permission" of the Dataset configured RLS are correct (cannot contain edit permissions).
(3)After the configuration is complete, you can try to clear the browser cache refresh to see if the configuration is successful.
(4)At last , you can also test in Power BI Service to check the rls is configure right.

Thank you for your answer however:
(1) This workspace doesn't contain any groups, so this person in anyway has memeber/contributor/admin role
(2) There is no edit permision for this person
(3) I have tried it but didn't work
(4) rls is configured right and works good fo the rest. for this person when I test in desktop also works fine but when I'm testing it in service - he sees all but he shoudn't

According to your description, there is no problem with your configuration. I'm very sorry that it still don't work.
