Hello all -
We are a small company, with less than 10 users, with Power BI Pro (or technically Fabric Trial), requiring access to published PowerBI content. I have a PPU license, and have created some paginated reports, published to a PPU workspace, and then added to an app. The reports source data from a Data Flow, also saved in a PPU workspace. I just tested one of the reports, and I'm getting the error that I don't have sufficient licensing capacity to access the content (I'm paraphrasing, but you know the error). I was under the impression that paginated reports didn't require higher capacities to access, never mind the fact that I created all of the reports and workspaces myself, and I'm locked out! I also thought that publishing to an app eased capacity restrictions?
Do I require a PPU to create paginated reports? If not, I'm not sure I see the benefits of a PPU. I'd like to be able to take advantage of incremental refreshing, as well as segmenting content (such as dataflows) away from users that have no need to have direct access to that. But if that means I can't publish anything for my co-workers without them also having a PPU, then there doesn't seem to be any point. If our organization purchased an F2 SKU, could that possibly change how everyone interacts with published information?

The way premium per user works is that it is licensed per user. So if you create anything in a premium per user workspace or other users who interact with the report or need to create reports, we also need a premium per user license. This is by design and how it is designed.
If you wanted to use a fabric capacity, you would need an F64 or higher to allow for users to be able to interact with your paginated report or other reports. Unfortunately, an F2 would not allow for users to see the reports.
