Odd behavior with More Options/Export menu when screen scale set to 150%

I have a screen with 2 table cards.  The user has set his screen to scale to 150% for readability.  When he mouses over the top table card, the pop up menu in the upper right hand corner that gives him the "More Options" option is not visible.

The option is available when he hovers over the lower table card, but when he chooses export from that lower table card it exports the list from the upper table card.
