I have seen many other threads in here saying that they have the same issue but none have been resolved, i dont think i can create a ticket because i dont have fabric, i have added a contact and checked off semantic model owner to receive error notifications yet i do not receive any when the scheduled refresh fails.
Does anyone have an actual solution to this?

This is a known limitation.
Here’s what works:
Go to Settings → Refresh → Notifications for the dataset:
If using a distribution list, make sure it allows external senders, or Power BI emails will be blocked.
If built-in notifications still don’t arrive, create a custom alert using Power Automate + Power BI REST API:
