Needs some clarification on Premium "Perks"

"Ability to share Power BI content with anyone (even outside your organization) without purchasing a per-user license"

What does this mean exactly? I was probably a little hopeful and thought it meant that if we had a premium user we didn't need pro licenses for the people that view our report, which isn't the case. I then figured it meant the actual share function, but when i shared a paginated report with my personal office account it said i needed a premium license to view it, so there must be some limitations to this statement that aren't clearly stated. Any help would be greatly appreciated.

The first rule of thumb is "if you want to see a report, you have to have a license."  That isn't anything official, just my saying.  

 

Premium licensing is a monthly subscription that allows you to create Premium Workspaces and to share reports with anybody you would like to - regardless of their licensing status.  Basically, you are providing the license because you have Premium.

 

PPU - Premium Per User is basically a bunch of  Premium capabilities but not the ability to share with anybody.  But, PPU does not mean you get to share with just anybody - that is what Premium is for.

Ok, so Premium is different than Premium Per User. Thats where my train of thought went wrong, i thought they were the same thing just billed differently.
