Hi there,
I am new to Power BI and hope to get some advice on how to manage roles and publish reports.
I have created a report which contact financial and payroll data for multiple regions.
I hope to achieve the below:
1. Manager A can only see data re region A (I created a Manager A role by filtering region table to region A)
2. Manager B can only see data re region B (I create a Manager B role by filtering region table to region B)
3. Staff working under manager A can only see data in region A, except for payroll data (I created Staff A role by filtering region table to region A and hiding all fields in payroll table)
4. Staff working under manager B can only see data in region B, except for payroll data (I created Staff B role by filtering region table to region B and hiding all fields in payroll table)
5. staff who is not assigned any of the above roles cannot see anything in the Power BI report, regardless if they are members of the Power BI premium workspace or not e.g. if someone try to share the file, etc, anyone receiving the link cannot see anything unless they are assigned one of the above roles
I tried the above but someone from the same Power BI premium workspace can see my file, even though I have not assigned any role to him.
I am unsure of how to fix this.
Any help / advice is appreciated.

It is important to note that row-level security can only be applied to the viewer role in the workspace. If row-level security does not work for a member of the same workspace who is not assigned a role, perhaps because he is not a viewer in the workspace, change his role to viewer and try again.

Many thanks for your help. It all makes sense now.
All the other users are Members in the workspace thus I failed the RLS. I will look into making user viewers to allow RLS to work.
