Hello - We are facing a situation where we need a combination of the Contributor and Viewer workspace role for our "corporate workspaces" which host our certified datasets. Our scenario is that we want our users to have dataset build permissions for these datasets but at the same time we need to remove their ability to refresh datasets given that we have a specific refresh cadence controlled by Azure Data Factory and manually triggered refreshes have caused issues due to deadlocks.
I was wondering if you have faced a similar dilemma and if you could share how did you approached it?

You can grant the user viewer access on the App Workspace level.
Then if you go into the actual dataset, then click on Manage Permissions you can then grant the user build permission on the dataset
