Licensing Question

I have three different usage scenarions:

 

1) Creation and Publishing of PowerBI Reports via PowerBI Cloud to in-house users

2) Viewing of PowerBI Reports via PowerBI Cloud

3) Importing PowerBI Dataset Data as PivotTable in Excel (Add Data from PowerPlatform)

 

Can someone tell me which licenses are required for the various access cases?

As far as i can tell:

1)Pro

2)Pro

3)Free

 

Is this correct?

Correct on 1 and 2. As far as I know, 3 is true only if the source dataset is in a premium capacity:
