Hi, my customers are considering Power BI license from Power BI EM3 to Power BI Premium P1. my question is that..
1. this upgrade would not impact to existing app and dataset that were built in Power BI EM capacity?
2. If we purchase the license P1, how it will work? it will simply subscribe P1, and off the EM3? I am worried about it.
3. If we purchase the license P1, the capacity will be automatically

Here are my understand for your questions :
Q1:Switching an EM3 SKU to a P1 SKU is just an upgrade of capacity and does not affect the content of the workspace.
Administrators are free to create, resize and delete nodes, so long as they have the requisite number of v-cores.
P SKUs cannot be downgraded to EM SKUs.
Q2: If you want to upgrade capacity, just buy enough V-cores and then upgrade in the capacity management of the Admin portal.

Q3:The purchase of a license, equivalent to the purchase of v-cores, is automatic and can be viewed and observed in the capacity settings of the admin portal:

Hi, Aniya. It's really helpful for me to guide my customer. one more help I need. Is there any document clearly describes that EM sku can be upgraded naturally to P sku and it will not be affected to the data when it's migrated. and how change EM capacity to P capacity? the document you shared shows only about capacity changes among P SKU. my customer is very tricky.. so I need your help again. thank you~

as a MSFT employee I urgently recommend asking one of your sales colleagues.
As I'm not a MSFT employee, you should think about my answer, I might err.
From my understanding you can not upgrade EM[x] to P[x], this means you will have two subscriptions starting from a given point in time.
If you have the P1, move the content (all the workspaces) from the EM to the P capacity.
Unsubscribe the EM capacity after you checked everything is working as expected.
I do not understand your 3rd question.
