Hi, so I was wondering about the license requirements for a scenario where many users from a Power Apps will need to look at a Power BI report embedded inside the model driven app.
One thing that I am certain about is that if the report is in a F64 + workspace, then every viewer will need a Free license, otherwise they will need Pro license to view this embedded content.
Where I am a bit confused is if there can be other ways such as an embedded license or things of that sort that dont require every user to get a license of their own. Thanks a lot !

You're correct that if the Power BI report is in a workspace with a Premium (F64 or higher) license, users only need a Power BI Free license to view the embedded content in Power Apps. However, if the report is in a workspace without Premium capacity, each viewer will need a Power BI Pro license to access the report.
Regarding your question about alternative licensing options, there is indeed a possibility to avoid requiring each user to have a Pro license. This can be done using the Power BI Embedded option. With Power BI Embedded, you can embed reports in Power Apps without requiring individual Pro licenses for end users. The key points are:
Power BI Embedded: If you choose to use Power BI Embedded, you can leverage Azure services to embed Power BI reports directly into your application. With this model, the end users do not need Power BI Pro licenses, but instead, the application itself (the embedded service) requires Power BI Embedded capacity in the form of an A SKU or EM SKU license (depending on your specific needs and scale). This approach can be cost-effective if you have a large number of users but want to minimize the cost of Pro licenses.
Embedding in Power Apps with Power BI Pro or Premium: If your scenario is using Power Apps with a report hosted in a Power BI workspace with Pro or Premium licenses, then yes, each viewer will need their own Pro license, unless you're using a Premium workspace, in which case Free licenses for viewers are acceptable.
In Short:
For Premium workspace: Power BI Free license for viewers.
For non-Premium workspace: Power BI Pro license for viewers.
Using Power BI Embedded (Azure): You can avoid requiring Pro licenses for individual users, as the application itself holds the embedded capacity.

You're right, if the report is in a Fabric (F64+) workspace, users only need a Power BI Free license to view it inside Power Apps. Without Premium (Fabric), users would need a Power BI Pro license.
If you want to avoid giving individual licenses, another option is Power BI Embedded (A SKUs via Azure). It allows you to embed reports for users without requiring them to have any Power BI license, but it does require setting up Azure capacity and embedding logic.
