Issues with external user access to powerBI premium app

We have P1 premium powerBI.

We are sharing powerBI apps with certain external users. They all have MS entra guest accounts.
But users and my own external personal outlook test account keep getting what I am calling the stupid owl.Stupid owlStupid owl

Users have access to the app. So Edit audience > specific users or groups > add the Entra guest user
The user than gets an email that I have shared an app with them.
User clicks on view app link, gets a code and finally uses the authenticator app to log in. Then the owl appears.
What do I do to fix this issue, for my own test account....I hit the browser back button multiple times really fast and then with attempt 10 or 11 I finally have access to the app. I'm actually advising my customers to do the same thing which is obviously ridiculous. But sometimes it works and sometimes it doesn't. Is there perhaps an issue with our B2B tunnel? I have no idea how to fix this. Any ideas? I've also tried granting access at the workspace level but this makes no difference. Same stupid owl.

This turned out to be a Microsoft bug with conditional access and B2B powerBI access.
It has just been resolved by the product team.

Hi, @jeroen_guns 

First, make sure that the external user has a valid Power BI Pro license. Without a Pro license, they won't be able to access shared content. Verify that you've added users with the appropriate permissions to access the report. Sometimes, incorrect permissions can lead to access issues.

When inviting external users, use their full email address (including the correct domain name). This ensures accurate identification and access. Make sure that the Invite external users to your organization setting is enabled in the Power BI admin portal. After accepting the invitation, the external user becomes a Microsoft Entra B2B guest in your organization.

Consider using in-place semantic model sharing with Power BI. This allows external guest users to access content in their own home tenant. You can check the following link:

To prevent guest users from accessing Power BI, set up a Microsoft Entra Conditional Access policy. This helps manage access more efficiently.

Investigate if there is a problem with the B2B tunnel. Check for any network or connectivity issues that could affect authentication.
If there is still a problem, then the only way to do it is to open a ticket, as Bendelin said.

How do you know the owl is stupid? It may just be disinterested. (How do you know it is an owl? Could be an overly rotund penguin.)
