Is there a way to create a group workspace in code?

I need to write a set of scripts (powershell) or an app to provision group workspaces and upload PBIX's to O365.  Is there possible?  Is there an API I can call?

As ankitpatira mentioned above, the API is not available, so it is not possible to do it currently.
