Situation: I would like to share a non-public Power BI data tool with roughly 20 users to view only. Each user would have a different level of access to view their own specific data, which I understand can be acheived by implementing row level security. I would like to host the data tool on my existing website (powered by Concrete5) behind a password wall so that only those select users can access it.
Question: What Power BI product is best to acheive this? Does it make sense to buy 20 Power BI Pro liscences for myself and the users, and then embed a report on my website for them to view (after logging in with their credentials)?

You can buy 20 Pro licenses, but that means you'd need to add the 20 users to your AAD and assign the pro licenses to them.
DAX is for Analysis. Power Query is for Data Modeling

please be aware that it is possible to share content with external users using a Power BI App following the instructions from the article about external users and content sharing @edhans mentioned above.
But if you want to embed Power BI content into your own web app at least Power BI Embedded licensing is required.
