Is a Power BI license needed for the viewer of report and app published on the service?

I'm trying to find out if a Power Bi license must be purchased for each viewer of reports and apps published on the Power BI service or not?

Yes, a Power BI license is generally required for each viewer of reports and apps published on the Power BI Service. For most scenarios, viewers need a Power BI Pro or Power BI Premium Per User (PPU) license to access shared content. However, if your organization has a Power BI Premium capacity, viewers can access reports and apps without a Pro license, as long as they are part of the organization and the content is published in a workspace assigned to the Premium capacity. External users or free users cannot access shared reports unless the Premium capacity or licensing requirements are met. Carefully evaluate your organization's sharing and licensing needs to choose the best option.

If you are using a Pro or PPU license, each user must have a license to access the report or app.

For Premium, users can view reports without needing a paid license—they only need to be assigned a free license by the tenant.
