I have published a question about refresh issue in power bi service.

You can check whether you have succeeded to refresh your dataset in Refresh history option.
Your questions:
1. If I do the Scheduled refresh, does it affect dataset (update) ?
If you schedule refresh successfully, it will update your dataset.
2. Do I need to convert Report --> Dashboard to expect visualization refresh ?
You can manual refresh your power bi service in browser and your report will show the value.
And here I have some advice.
You may try enterprise gateway instead of personal gateway, due to personal gateway works as an application and enterprise gateway works as a service.
Your schedule refresh will work well with enterpriese gateway even if you turn off your PC.

Hi, I have few problems
1.I did some actions to update database and refreshed power bi local file. And I added scheduler refresh to the next hour and look in to dataset.
As you can see dataset is refeshed.
2. And I pinned report to the dashboard.
3. After scheduler refresh done (After 15 min) I tried to refresh page manually on top right corner.
But no luck. Dashboaed also didnt refresh automatically.
what In doing wrong.

Please check whether the visual in your report will update.
Please check whether the value you add into your data source in range of in Incremental refresh setting.
Or you can try to refresh your report in desktop, then republish your report and then schedule refresh may works well.
