Can anyone advise how we would achieve the same output as process add in Power BI's Incremental Refresh.
In Tabular, you can set a partition to only add new rows, so not even updating historic rows, i.e adding new rows added to the table in the last 5-10mins.

In fact, incremental refresh feature not works as you thought, it need to manually setting parameters as refresh range.

Can we use an M function to automatically set the ranges??

According to official document, it seems like incremental feature not support auto config. You need to manually setting these range before use it.
