I used to build the incremental load in QlikView that we fetched the first initial load then we pass variable with window like 2 or 3 days just increase any failures of the past fetched data.
In PBI i noticed that the refresh in the serves when i publish the file, so how can i implement this and what is the best practice in PBI. and if i will relay only on the schedule refresh, does it refresh all the data set or only to get the new records?

The out-of-the-box mode is to refresh everything on every refresh. For larger datasets, there is an incremental refresh option. You can get the details on how to set that up here:
