Incremental Refresh Help

I have a fact table with 4 years of archived data and 30 days of incremental data.  The archived data shows correctly in desktop & the service but the incremental data will not update with current information.  I have refreshed my PBIX file, republished, scheduled refreshes, even changed the incremental window and nothing will show the correct number.

How do I force the PBI file & Service to reload the incremental data?

Most of the time, I do leave the data source alone.  My intention in deploying is exactly what you said, to overwrite the partitions.  It does not match my underlying data, so I must be doing something else wrong here.

Once you set up incremental refresh in the service, you should not be uploading the PBIX anymore. That will overwrite the partitions.

You've given no explanations of what you did or what isn't updating as expected. Start here though and ensure you have it set up. Incremental refresh for datasets and real-time data in Power BI - Power BI | Microsoft Learn

Then once you get it working, leave the dataset alone. Just publish thin reports that use the dataset.
