In an embedded scenario can end user create their own report

we will have reports embedded, and also want to have a blank canvas, 

based on the user will the user be able to create their own report

What you need is probably the Power BI Apps. Power BI Apps are collections of dashboards, reports, and datasets that connect to third-party services and organizational data. You can use Apps to distribute official content to a large audience in your organization. You can also give app users Build permission on the datasets so that they can create their own reports based on those datasets.

can I use the create mode here and embed blank canvas, or it is not possible?
