Icon header size - should it behave this way?

Good morning,

I have a problem with adjusting icon header size, different user use various page zoom level. 

When I create report I use zoom level adjusted to my screen resolution and everything looks smooth and elegant:

However recently I've seen that some users got automatically set zoom level like 80% and then header icons look like this:

Is there anything I can do about that? Should header icons behave like that?

So what's the outcome you're trying to achieve? Not letting them change this icon header size?Can you describe your needs in detail?

I would like icon header to change size, because currently icon header is not changing size, obstructing other visualisation while e.g. zooming out.

If you zoom out and icon header got into boundaries of other visualisation, which is on higher visual level, you won't be able to interact with icon header.
