How to save a Powerbi report web services as .pbix

hello
not sure if this is the right forum to post in,

The orginal author/creator or a power bi report in service has left the company.

I am now responsible for the reports, the reports need edits. I would like to edit the report as format .pbix in power bi desktop app.
My License type is Pro
I am admin for a Workspace.

How do you save, download the online report as a .pbix file to edit?

I go to the report online service, select File, select Edit ..

Select

File, Save a copy of the report
The result, default saves online in a workspace.

File, Download this file
The result, is greyed out.

power bi service File Save.jpg

Actions

I selected File, Save as copy to my dev workspace. I thought I would be the 'owner' 'author' of the report, and Download this file will be available/ enabled.
The result, same results as above Download this file is greyed out/disabled.

Do I need to update the License type, or change my role?

TIA

There can be multiple reasons why the download PBIX file option is greyed out :

1) Tenant settings disabled :

https://learn.microsoft.com/en-us/power-bi/create-reports/service-export-to-pbix#considerations-and-...

2)  https://learn.microsoft.com/en-us/power-bi/create-reports/service-export-to-pbix#limitations

@NandanHegde

My findings so far ..

I connected to the users device. Power bi desk app is not installed and no local copy of the powerbi .pbix exists.
The users manager does not have a .pbix of the report

I have read the links and the following power bi Limitions are

The user created the report using the Create button in the Power BI service.
and the data source is based on local Excel file uploaded to Power BI.

Next steps ..
I will recreate the report from scatch as a local .pbix file in powerbi desktop app & then publish the report

Many thanks for your assistance & the links

Many thanks @NandanHegde  I will have a look ..

In my dev workspace, I created and uploaded a .pbix as a service. File dowload is available, and downloads the file ias a .pbix format.

This service report was created by someone else that has left the company. File download is greyed out. The service report was created in Sept 2023. I was thinking it maybe related  to permissions, or Microsoft feature updates to Fabric

There can be many reasons as stated in the MSFT doc limitations.
