I have created two workspaces. I stored the dataset in the first workspace and only the report in the second workspace. The report is connected to the database in the first workspace. I have given only report and second workspace access to the user. However, the user cannot access the report. It shows an error. I do not want to give first workspace access because it has all reports and datasets. @amitchandak
I have given the database access to the user as view in that case the report could not load and if a change to member or contributor it works perfectly. However in that case the guest will have access to the other database and report which I do not want. Is there any alternative?

According to your description, you have two workspace.
Workspace1- has dataset, no workspace access.
Workspace2- has report based on dataset in workspace1, has viewer role in workspace access.
On this condition, based on my test, in the workspace1, select the dataset>Manage permissions>Add user>Enter email adress>Grant access. Then the user can see report in workspace2 successfully. No other action required.
So please double check if you missed something.
