You can go into the Admin Portal, and then click on Workspaces
As shown below you can then search for your Deleted Workspace and Restore it
Have you tried using the powershell script as described?
You will need your id, workspacename, and Admin email to restore.
PS C:\> Restore-PowerBIWorkspace -Id "3244f1c1-01cf-457f-9383-6035e4950fdc" -RestoredName "TestWorkspace" -AdminEmailAddress "[email protected]"
